I recently closed a Cap1 card that was converted to QS after the Walmart card went away. The limit was only $2500. I was able to move $2K of the limit to my Savor card (can't move 100%). This might be a good option if you have other Cap1 cards or are thinking about applying for one.

I'm thinking this is the reason, especially if you have any zero-spend months in your last 3 statement periods.  

 

I think if you do 3 statements straight of your average $500 - $1000 spend, you will likely be able to get a CLI.

Currently at $5.3k, asked for $10k. Initially stated I will get a response in 2-3 days. About 10 minutes later, got an email that I received a document in the app. Reasoning states recent use of this account's credit line has been too low. This is true. I would say I spend, on average, about $500-$1000 on this card per month. Sometimes nothing at all. Just depends on other rotating categories with my other cards.

I got denied too yesterday. This was my first card with SL $1000, then auto cli at 6 months to $2000. Only spend about $100/mo. Keeping it as my credit age is very short and dont want to take hit to my credit score by closing it.
