Capital One - application wait ?

Does anyone know if applying before the 30 day wait period "resets the clock"?? I apped for a card on 1/6, and waited until today - day 30 by counting - and declined for "Recent or pending application on file"!? 30 days is the wait .. So now since I applied does this restart the 30 day wait?

Anyone have experience with this? Trying to get answers out of the overseas (and stateside) buffoons at CapOne is like trying to get blood from a rock !!!!!!

Yes it restarts. You have to wait the full 30 before else your time will start from that last app. I've been trying for a QS for 3 months because I thought I was going on the original time but nope...I called...it restarts.
