Capital one approval

I was checking capitalone.com for a pre-approval and received below message. 

Is this a pre-approval or declined?

From my experience, this is not an approval. Usually the preapproval will say congratulations.

This is NOT a pre-approval... it says it could not match you to a pre-approval offer. The pre-approval/pre-qualified starts with "Congratulations..."

The card presented to you is based on your answers on the previous screen about what type of card you want (cash back, travel rewards, low interest) and your estimated credit rating (excellent, average, etc.).

The clue is "We couldn't match your records to a card offer" hence the recommendation for the card below... Base on your credit profile, you may get it or not.  But that maessage isn't anything.

Get congrats message if you are "pre-qualfiied" for offers.  Otherwise the message you got..

When I applied for my QuicksilverOne card right from discharge I had the same options. I was approved but not instantly so its anyones guess.
