Given that your CL is currently $600, I would take it and run.
I don't see why not. Any CLI from Cap One is a keeper these days.
A 17% increase isn't terrible. If it makes you feel any better I got a $100 CLI this week and it was less than a .2% increase... yes a decimal point before the 2
