can you help me understand why is it outside Chase's 5/24 rule?

Easiest way of explaining it is as follows: You will not be approved for a card if you have opened 5 or more bank cards in the past 24 month
This doesn't apply to every Chase card and Amazon prime isn't included with this rule
it is the random exculsions that are tripping me up.. is there a list some place of what is NOT affected by their 5/24 rule? same with Citi. I just got a CSP and Citi Costco and don't need any more cards, but maybe later this year and would like to know.
Thanks
Mike
