Don't give up. It could be an easy approval for him and he is just buying time.
In my job if I get an easy call but need a breather I will resort to hold to catch up. I imagine this causes the caller to wonder if they will get their way when in fact I have already decided in their favor. Don’t lose hope.

He said that I was incedilbly close to being accepted, and had the positives of having an open car loan and checking account. He suggested that I apply again once some of the utility comes down.

How high is your util? I would try again.
Total is 42%, but 2 individual cards are high. He also stated that although I have had a year of great student loans payments, that was also another factor. I am not sure I have it in me for another call. 
What questions did they ask?
