So in 2021, my bk7 was discharged. I read many times some banks will blacklist people who cause them a loss. Well, I tried that theory and applied for a Bank of America card, and my Experian was pulled. I tried the same with Chase's Amazon Visa, and my Experian was also pulled. Is it safe to assume I am not on these banks' naughty list but still decline after seeing the bk on file?
No, because they HP anything that moves. Amex is the only one that spares a HP if you're blacklisted.

Not really, both banks will pull even if you are on their blacklist, you should get an email explaining why you were denied.

It's been many years now, but when I was trying to get back in with Barclay's, they would do an internal check and decline you without pulling credit. I made a lot of apps for the American Airlines card before one day they just said yes - and that was the only credit pull. I don't know if this is still the case.
Chase response. For BOA I guess I'll get the response via regular mail.
BoA will still pull credit even if blacklisted. I know because I had a CO with them back in 2018 and tried for a card last month and got denied. When I got the letter, it basically said negative past history.
