Sounds like what you really need is a travel eraser card like the Discover Miles or Cap1 Venture, because you'll never earn enough points to make it worthwhile if you don't plan to pick a system.

In my opinion, I would not be looking at credit cards with annual fees if you have low income while you are in college!
If I were you, head to toward a Discover so that way if you purchase something in the first year, those points will be doubled on the Miles card.
The reason I want the Freedom is so I can get the sapphire later on (when I have a higher salary) and transfer the points there to travel for free.
I don't think I prequel for the freedom but I don't think I did for the double cash either and I got that card. I prequel well with capital one since I have a lot of money with them I think.
If it were me, I would do nothing until your new Citi card was at least 6 months old and if you hadn't automatically received a CLI, then request one. If approved, it would show a higher limit when applying for other cards. My next move would be to apply at that time, regardless, for the Discover IT card. Then don't apply for any credit cards until after the one year mark. You will have established the beginnings of a solid foundation for your credit cards and be well on your way to getting whatever card you wanted in the not to far future. Just don't miss any payments and keep utilization low and watch how many inquiries you get per year (lower is better)... Good luck!
Would I be able to get the Cap One Venture instead of Discover IT in another 3 months? I have significant bank accounts with them and I want to use that sign up bonus for a trip to Africa next year ( in 12 months).
To my understanding, if you have a history with them, then you may be in a better position than most, but someone else may have to chime in to confirm or deny. It still may be to early...
Cap One and Discover are both thin file friendly.

As long as your credit file is clean, you could probably get a Cap One Platinum right now. (FYI, you would likely also qualify for the Quicksilver ONE. This card has an annual fee and the Platinum does not. With Capital One, it is much easier to start with a No AF platinum and product change to a normal Quicksilver that does NOT have an annual fee, in a few months, then to try to product change a Quicksilver One to a Quicksilver with no annual fee.) Build a good internal score with Capital One, while growing your file with the CB's and you should have no problem getting the Venture in the future should they not offer you one right now.
So I prequalify for the venture card and I like the downgrade path to the ventureone card in the 2nd year.
My credit is very high actually. I have zero debt and my credit score is 780. I wouldn't get the lower tier (quicksilver one) card just because I already have a better card with Citi. My goal is to pay for a trip to Africa by May of next year. I like the Global Entry perk of the Venture card. I'm heavily considering that card. With these two cards (venture and double cash) would the Sapphire cards be a possibility next year? My goal is to either get into the Amex or Chase system and want to build to that goal.
I already have the Citi card wouldn't discover be a downgrade from them? I don't need the money of additional cash back and my goal is to build to either the Chase or Amex travel cards. Why is Discover Chrome Miles higher tier than Capital One? I don't get the global entry credit with discover it seems so that alone makes Capital One worth it for me.
