I believe it is one of their more easier cards to obtain. I have round 11 on Experian inquiries, no baddies, lower income, I was just approved. I SMed to match bonus for 100k at 2k spend but they're not matching anymore. I thought I was almost at their internal limit as when I got the amazon prime card I was approved for $500 and was told to move limits around. I thought it'd be the same with the IHG since my income is low, but they approved me for a $6,900 limit.
I also got the 30 message and rode it out, then turned to two weeks 24 hours later, and was approved around a week later.
Plus the Elite Status gives me discount at shell which is the only fuel I'll buy unless stranded.

This experience closely mirrors my own. I actually app'ed for the IHG to see if I could even get an approval with Chase at all (I had a c/o with WaMu years ago just as it was transitioning to Chase). My app also went to review (I think 30 day message?) but a few days later I called one of the automated numbers and was approved for $9k at the lowest APR. Considering I also have a modest income this SL was especially impressive.
Fast-forward to January and I app'ed for the Amazon Prime Visa... it was approved for $500 and the lowest APR (also notable... the approval was instant, which was a surprise considering my WaMu history). I've not yet called to reallocate my credit lines since I was hoping that they would give the poor little Amazon a small auto-CLI, but that hasn't happened.
I have no idea if I'm at my exposure limit with Chase, or if my Amazon Visa was an outlier, but in any case I'm pleased to have both the IHG and the Amazon!
Also, note that for both my Chase apps they pulled both EQ and EX. IMO it was worth it, though.

What is your geographical area? I'm from Indiana. When I applied for the Amazon Visa, they pulled TransUnion and Experian. Any reason to believe it would be otherwise here?
I believe IHG and Shell Fuel rewards have some sort of agreement for a year. It's supposed to be 6 cents discount la gallon amd it still gives me 5 cents from Gold Status. I might need to send an SM so they give me that 1 cent more. I use that along with PenFed Platinum Cash to save on fuel.

I'm in the Southeast... anytime I've had a creditor double-pull they've always hit EX and EQ.
So far, my double-pulls have been limited to Citi and Chase (not counting Capital One and their universal triple-pull, of course).

I actually got applied and got approved for this card a day or two ago. I'm definitely over 5/24, and it was an instant approval. I'm in the Northeast and looks like Chase pulled my EX (again; they pulled both EX and TU for my Freedom last year). I've got no negatives in my credit reports and a good credit history with Chase since 2014 which may have helped.
When I applied, they asked if I was part of the IGH rewards program, and if not, there was a message letting me know that I'd be automatically registered to it with the approval of the card.
I sent a secure message about the matching 100K bonus but sadly got a response that they do not have the offer for me. 
Although I'm averse to paying annual fees for credit cards, I thought that the free anniversary certificate would come in handy for weekend trips or staycations, making the annual fee worth it.
I'm kind of impatiently waiting for the card to arrive as I plan on meeting the $1K spend on booking a short trip.
I didn't know about the Shell discount. What? And how does that work with the PenFed gas card? Extra gas discounts would come in handy. I was passing by gas stations and noticed the elevated prices since Harvey...
