My roommate applied for the Slate card to balance transfer and take advantage of the zero interest period. He put in for $2,000 to be moved over and they show he is approved, but the approval offer says $2,000...My question is why would they only approve him for the amount he asked to balance transfer? Wouldn't that be an issue to move the balance from a card that has only 15% utilization to a card that would have a 100% utilization? Or is this just temporary until the card arrives and then the true credit line will be shown at that time?

Yes unfortunately the amount U put in for BT has zero connection to your SL and the bottom line is as Omar stated... they approved a limit for U they were comfortable with which I gather didnt quite meet your expectations.... which also is why I dont advise to put in BT amount B4 finding out the SL.
