Chase credit card application inquiry.. while on Blacklist??

Might be on the Chase blacklist..

If youre on the list.. does an application result in a hard credit inquiry?

If not.. is an application going through and making a hard inquiry, an indication that you might be off the list?

* I've had some credit apps in the past.. that would make a hard inquiry.. then it would fall off the next day because their was some misinformation, or some sort of rejection from the creditor*

Believe Chase is a HP if blacklisted unlike a few other lenders that won't pull you such as barclay's, amex and the likes.
