Yesterday, I applied for the Macy's Amex and Best Buy Visa and was approved for both. My question is does the two cards mentioned apply to the Citi 1/8 and 2/65 rule?
Was considering a Citi card but did not want to throw a way a hardpull if it's an instand denial due to the above mentioned
Citi shouldn't be counting accounts until they appear on your credit credit report.
However depending on the state you live Citi changes what CRA(s) they will do the hard pull from. They might seen the INQ from the best buy card. I assume you had a open AMEX account, so no EX HP there.

I imagine the rules are far less strict for citi retail cards than they are for citi core cards
I assume for the citi core card they will deny for the 1/8 inquiry rule before the 1/8 new accounts rule before even getting to the 2/65 rule
I'd wait out the 65 days at least or try to look for some more DPs of citi core cards happening after Citi retail cards
