I decided to use the online CLI tool because it said it would not do a hard pull so I figured why not. The increase was denied because of 'your credit report shows a garnishment, attachment, foreclosure, collection action or judgment.' They referenced Equifax. I'm freaking out of course. So I immediately get the latest report from Equifax and I don't see any of those items on there. I called Citi and they said to fax the report (all 78 pages???) with the denial letter to them.
Thoughts?
I would email their CEO with exactly what you just wrote.

How badly do you want the CLI?
Not that bad. My utilization is around 5% currently. I just thought if it was only a soft pull I would totally take it. I sent a message via the website and they told me to call them. They asked that I fax them the denial letter and the first two pages of the Equifax report and promised they wouldn't do a hard pull without asking me first. So I sent the fax. If I don't hear back I'm going to pretend like I never requested the increase. I just got approved for a Chase card and I really don't want the inquiry to show up and screw that up before the card arrives. I'm at 3-5 inquiries in the last 12 months which may or may not be lots. Still new to this...

I got the same letter when I recently appd for a CLI and it was referencing a very old paid Verizon account that was flagged as "collection" (of course they make the letter generic and was able to finally get this out of the UW when I called in).
That is an interesting data point. Two weeks ago I had to dispute a Verizon Wireless collections account that showed up on one of my reports (Experian or Equifax) and had it removed. I've never been a Verizon Wireless customer. I guess I don't understand how the automated system works. Maybe they had an old credit report? Why would they even offer the CLI then?

I sent Citi a complete credit report via fax like they asked. Several weeks later I get a vague denial in the mail that has no explanation.
Today I decide to try again because I read in other thread how someone was denied one day for two many new accounts then tried again two weeks later and got approved after opening more accounts. Today they gave me an increase. $1,300 so now up to $5,800. These guys are weird. I haven't used the card in a few months.

I like to think Citi in these circumstances (and perhaps more) are like a Mirror Maze.
You go for something and your promptly shot down. However you push the envelope and go again or for a different account and those results meet with approval.
I discovered this is also how they function when it comes to preapprovals and APR/Limits on new cards too.

Yeah I tried for my 1 year SP CLI today and was denied for too many new accounts... but in checking through my email, I realized that the card was actually approved on the 17th, not the 7th like I had originally thought, so I will try again on the 18th and see what happens.
