Citi doesnt like to see more than 6 inquiries in any 6 month period. Cli , i would think are more based off your income/debt/exposure than inquiries. If approved a cli, you must wait 6 months to be eligble again.
My Double Cash card hasn't had a CLI in over a year.

Yeah, nothing on my Double Cash card because too many inquiries. It's driving me bonkers. That card is stuck at $3K.

Issuing institutions by and large do not understand, or even want to begin to accept that a consumer is shopping rates / deals. This works directly against them, as it seems the largest and most prominent banks don't offer any rates to write home about. The local credit unions with nearly no advertising budgets usually win this contest. And remain competitive, even pulling ahead with SL's.
I'd only go w/ a big bank (i.e. RETAIL BANKING) if there was an exceptionally generous program that allowed me to rack up points and rewards, and my current financial situation would not have me giving it all back - and then some - in interest. For this reason I only have 1 travel/dining/groceries/gas rewards card, and 1 that gives straight cash back. The others I've opened for the SUB and don't really use them much thereafter. The limit is there if I need it, but my spending hasn't really exercised those credit lines in a LONG time. I have $20-25k / year I run through my cards I actively swipe, but split across any more cards and it wouldn't really net me much at all.
I Citi because they are always giving me balance transfer offers. Always. But it's sure hard to transfer a balance when the card's limit is only $3,000 on my Double Cash and $3,100 on my Diamond Preferred. I would hope that sooner than later they will finally crack, and then I can actually transfer a decent balance onto it for a year. But who knows.
