Does this show up when you apply for a CLI?
Yes. If you've already had a CLI in the past 6 months, it seems you'll receive this message at the CLI request page; it won't allow you to move forward with the request. But it seems if you are eligible (no CLI in last 6 months), no message will appear.

Mine says "due to a technical issue we cannot complete this request"

Looks like my app needed to be updated. Works for me now. Kind of cool they did this

I got the same error message on mobile, after I entered my information and clicked "Submit." I wonder if you only get the 6 month message if you log in through the website?
I just received a Citi CLI today, and it was at 181 days. (The typical Citi $1,500 increment) What I noticed this time however was, after the approval, it went to a new screen indicating if you aren't happy with that and need to request more, you can submit a 2nd amount however suffer the HP in the process. Of course, I chose to stop with the small CLI .
PNC does this too. I love it. Thanks for the date for my calendar
Interesting, mine doesn't show this.
My DC card, which I got denied a CLI on 2 weeks ago, gives me the standard form explaining that it will be a Soft Pull, etc. I press Next, and it gives me a confirmation page, but it says nothing about when my last CLI was or when I can request another one. Come to think of it, even though my last CLI request was only 2 weeks ago, I think my last approved CLI was over 6 months ago, so that may be why. I guess I'm elegible to request a CLI every day if I want to, since the last CLI was over 6 month ago.
My Simplicy card, which is a brand new account, has a different CLI page. It does not have the Soft Pull language, and unlike the DC page, it asks me what I want my new CL to be.
(I didn't submit the request for either card, since both would undoubtedly be denied)
