I had seriously considered the Costco Visa at one point last year, but I burned Citi in my 2014 BK on a mortgage and a co-branded (Best Buy) card (by a nice touch of irony, Citi had bought the Best Buy card from Capital One late the previous year), so I don't think I'd get anywhere with them (even though my possibly wrong understanding is that co-branded cards are easier to get than cards directly from the issuer).
EDIT: On further review, and reading a number of threads from here on the topic, I may have spoken a bit too soon. It appears that Citi Costco Visa cards ARE, in fact, sometimes approved for people with BK's on their records, as little as two and a quarter years following discharge though waiting at least four years seems to provide better odds of success; and not only that, but there are several recorded cases here of people having been able to get Citi Costco after having burned Citi in BK's (though it appears they can't get SP CLI's). So I guess I'll have to revisit the question in the fall.

Good luck with your app! I hope they approve you. My wife and I were really on the fence about the Citi Costco Visa, but decided last month to go for it -- approved for $10,500.

You can have both (I do) but you can only assign 1 to your paypal account (I think).
