You have a much as I did when I was approved. (inq's) Also opened many new accts. And your scores are much higher! I would call credit analyst or EO.

Oh I tried twice and both times I was flat out refused. They do not want me at all. I just don't understand that last one on the list.
As a consolation, I got a new EQ CR report out of it.
Let's not forget their awful customer service. When I went on vacation they were the only issuer I didn't alert, and it's because I could not get through their phone menu without wanting to throw my cell off the balcony. Even AmEx is downright tolerable compared to calling citi.
Between the low CL and bad customer service I just can't justify using the card on a regular basis. I'll do a HP CLI eventually but probably just want the account to sit and accumulate AAoA with no annual fee.

This is simply absurd on their part, your profile and scores are excellent your profile is ideal and this should have been an instant approval. Obviously, your responsible financial habits are the reflection of sound financial handling and good management. So with this in mind maybe the question you should be asking yourself is are they worthy of your business? Doe's this sound like the type of bank that would really hold any value for your lifestyle? Most importantly have they done anything worthy of a third chance at an oppportunity of your approval.
One final update on this Citi Double Cash fiasco. On Tuesday I received my letter from Citi telling me the reasons I was turned down for the Double Cash. Tonight seemed like a good night to call them for clarification so I can know better next time I apply for credit.
So, I called and spoke to someone who spoke very broken English. She quickly transferred me to someone else who I had a better understanding of. She was not able to answer my two questions so I asked for a supervisor. After about 20 minutes with the Supervisor - she hung up on me.
Two things on my letter I wanted to clarify with them say:
1. Your credit report shows balances too high in relation to credit limits.
2. Your credit report shows too few bank/national accounts
The other two things I am in agreement with them on:
1. Your credit report shows too many recently opened bankcard revolving accounts
2. Yourcredit report shows too many inquiries.
For all 3 people I spoke to, I started the conversations saying that I was not looking for any recons for the card, and all I wanted was clarification as to what those two bullet points meant. I spoke only briefly to the first two reps before I was transferred to "Cathy". She kept stumbling through my question about the first point - she could not clearly tell me what it means. Finally I said to her "do you mean to say that I have too much available credit" and she finally said yes that's right. This was after she told me I should think about hiring a financial advisor. The last bullet point she could not clearly define what that was either. She had put me on hold for about 3 minutes after I asked if I could speak to her supervisor, then came back on and I finally asked if what she's trying to say is that since I only had Capital One and AMEX for the last 20 years until this January, that with the new cards they are concerned - she quickly jumped on that one too.
During the conversation she said she would review my app - I said please don't, I am not interested in a Citi card of any type. She said I'm a huge credit risk because I could spend all the available credit. I said, couldn't that apply to anyone who ever got a Citi credit card? (She stumbled on that answer). She confirmed the income I had on the app for me and I agreed that is it. She told me that Citi doesn't think I can pay my bills with the mortgage. At that point I stopped her and said that it's unfair because for PA residents, I can only list my income on a credit card application and the mortgage and all our expenses are shared. My DW makes more than I do - so she said let's add her income and see if I could be approved...I said no again because they told me I have too many new accounts and too many recent inquiries so why would she do that?
I work in Customer Service and I know how to use my skills. At no time did I raise my voice to her and certainly did not swear. I think the fact that I kept the same tone in my voice bothered her, however in the end she could not provide clear answers to the two questions and she said goodbye and hung up.
I'm so done with Citi at this point. I don't know if I should consider closing my Home Depot card since that is also part of Citi yet or not.
Im really surprised you have been going thru this for the double cash. And you got a pre approval to boot. This is what made me nervous in the first place. never ever heard of people getting denied after getting the pre approval on the website. and for sure not with a mailer. this is exactly why i waited on the mailer. after getting the pre approval on the website

Yup! I am really surprised too. I went over to the Citi pre-approval site and now there is nothing that I'm pre approved for
I'm sure after my 2 recons last week they fixed that because I brought that point up to them.
Like I kept saying to Citi tonight - I don't want their card now, I just need answers to a couple of the rejection points so I know how to proceed in the future.

Citi doesn't say these things, FICO does and Citi passes them along. In the future, I would only report a % of your mortgage cost consistent with your % of household income. If PA sees fit to restrict your reported income then see the logic through to its logical conclusion.
Sorry for your bad experience. I'm in the same boat and gave up on Citi entirely as well. Other banks hand me larger and larger CLs hand over fist while Citi gives me instant denials, terrible customer service, and no prequal offers despite 10 years of checking & savings accounts and perfect payment history. Just keeping the cards open for AAoA until they get closed.

I usually do that, give my yearly income and what half of the mortgage would be. In this case, I don't recall Citi asking for what our mortgage payment is.
Citi is sure losing a couple of good people over their rediculous internal rules!
