Does the standard Citi email for the secured card after applying state: ”Congratulations! You've been approved for a Citi® account, subject to receipt of collateral. Therefore, before we can open your card account, a deposit is required to secure it.“
Or does this really mean approval?
Sounds like it. Congrats!

Thanks for the reassurance!
Yup, you're approved.
Once they receive the collateral, you'll get an email saying that your account is open as of "X" date and that you'll get your card in 7-10.

Can you and the OP provide some data? It would be greatly appreciated!
Score, CRA pulled, derogs? Thank you!

A bit off topic, but I wish there was a dedicated master thread for secured card approvals with data points. Many of us are limited as to where we can apply and then by our scores and CR details. The last thing we rebuilders need is blown inquiries unless you truly have a shot that is.
By the way, congrats all on your Citi approvals.

I’d be willing to start a general secured thread if there isn’t one already. They did a Eq pull and my FAKO was 500 with 5 open collections and 0 TL.
