So, last week, before I entered the Garden, I applied for Simplicity and was not approved. I talked to someone at the EO on Thursday, and they said it would require a manual review. She called me back this evening (Monday) and said it was a definite denial. She cited my FICO score and report as the reasons (very generic) and said she had no other info.
Is there anything else I can do? How can she have no info at all?

Nothing further at this point. Of notworthy, the EO associate is not the UW or analyst who is calling you back, The associate is simply relaying the information to you from the UW department where your request was escalated for manual review. At this point, once that decision has been made it's final. Simply reapply when conditions are more optimal on your profile.
