Now I'm being denied because my profile has too much utilization. The last time I got turned down I actually spoke to the loan person, and she made it clear that it was because of heavy utilization. My utilization on the Chase cards is not a factor, because they are both personal spend cards, and I am a very small spender. And as you've already researched, the limits are more than ample (29k and 30k).

I think between my Amz deny and your core card deny with reasons that were easily obtained from the SP, the likely conclusion is probably that Chase "preapprovals" are about as useful as Disco's...which is to say not at all useful unless in-app for current customers with the "already approved" language.
4. 5/24 makes sense, so does util, though a lot of that util is biz, right? Surpsed that would affect it so much. I do wonder if it's a matter of "cobrand doesn't get you in the door" or not, though. I suspect even if you had a core card they'd deny another core for the same reasons with high util or 5/24.
(This is all academic for me, as no currently offered Chase core cards really fit me much, but all interesting all the same.)

1. I wouldn't jump to that conclusion about Chase preapprovals. In my opinion they are relatively reliable, as preapprovals go.
2. No the heavy utilization is not business related. My personal cards and business cards are strictly separate. My business utilization is very light. My heavy utilization is in personal credit union ploc's and balance transfer cards.
3. IMHO having a cobranded card doesn't help your chances or hurt your chances.
