Citi does double pulls once in awhile. I wouldn't go as far to say it's normal, but it happens. Is this your first Citi card?

Same for me. While they have been very generous with limits they love to double pull me. Chase is the same way for me. :-/

2ndly yes this normal some have been lucky enough to be single pulled approval..I like you, was also a double pull Instant approval w/Ex-740,EQ-743(according to their letters) & clean reports,~2%Util., over 2&1/2 yr AAoA ..didn't bother me since I don't have but a few inq...
Since that occurred I then took another HP for a CLI after I received my card instead of waiting for the 6mths SP ![]()

Citi pulled EX and EQ for my Premier card.
Starting limit $5400.
The card arrived 17 days later (they were apparently having difficulties) and I then immediately requested a CLI online, and that resulted in another HP on just EQ.
New limit $21,300.

Happens from time to time. When i apped last year i was denied and they double pulled. Appears when the approval is borderline. This year however when my scores rose about 60 points over 700. It was a single pull on experian to my surprise to get the DoubleCash.
