Usually, anything with a specific APR is solid. Nothing is guaranteed, of course, but if your profile is the same as when you were pre-approved, you will likely wind up with an approval.
Check the date on your mailer then check your EQ for that month. If nothing much has changed you should be good to go. If your EQ has improved then you have a stronger chance of approval. I got approved for citi with a mail offer myself which had a set apr. As sunrise mentioned, set aprs have a higher chance of approval but it is always YMMV. Good luck!

Yes, this is very true. i received 2-3 offers from citi diamond preferred couple of months. i thought it was solid. applied one day, and it came flat denial. for sure i know there were couple of inqs on my CRs in between the citi mailer offer dates and actual date i applied it.
so it all depends on how your profile looks at that moment.
