OK, I messed up a bit on my HSN card and requested a CLI too soon. My question is simply does the 31 day counter reset because of this
or is the original CLI eligibility date still the same?

Doesn't reset if you try too early either.
The time does not reset when you apply too early. I once made a mistake and thought my CLI was on the 23rd when it was on the 27th. Got a no on the first attempt and days later got an approval.
How else would people here have figured out the 4 months and one day rule on the co-branded cards?
I did just get two nos from Citi after 6 months from the last on each.

I got a denial from Cap1 for CLI reason being Average Monthly Payment was too low. The account is currently sitting at a credit balance.
Both of my Citi cards sit at $6,300. I called trying to cancel my Simplicity and the CSR convinced me to keep it. I asked "how many months of non-spend before you guys shut it down?" He said "25 months".
I am assuming $15 to $50 a month is why I was declined....as well as that phone call.
