I have 2 credit cards with USAA (Amex & Visa ) unfortunately they hard pull everything including credit line increases. Because I have been a victim of ID theft in the past, I keep all 3 of my credit bureau accounts frozen. I want to know if I have a freeze on my credit , but companies that you already have an account with still can pull your credit periodically ( soft pulls ), if I apply for a credit line increase will it be a hard inquiry accessed to my credit report?

They can softpull your reports but if the company requires an HP for an increase then you'll either be declined or receive a 7-10 message along with a request to unfreeze. USAA will decline and you'll have to re-apply once the freeze is removed.
In the case of your USAA cards, if their policy is to HP for CLIs and you request a CLI with reports frozen, it will result in a denial, not an SP. In general, whether a CLI will be an HP or SP will depend on the lender. For lenders that HP as well as some that SP, a CLI request w/ frozen reports will be denied.

Yeah but people have the misunderstanding that they can SP for CLIs too. Most of us who get SP CLIs are getting them based off of the AR they completed, not an actual fresh SP. Creditors like Sync and Comenity that do a fresh SP end up sending a letter saying they couldn't see your report.
