From my personal experience and many others.. The branch folks are not generally very knowledgeable on the details of such things. Sure you may stumble across one that is on occasion, but that's the exception and not the norm.
That said I agree the branch person probably lied. Only a complete nitwit would actually think all in branch apps go pending.
