No, they don't recon.. Sorry about the denial..  Keep in mind the the target prepard redcard gives you the same discount as the credit card..

Don't sweat it, my gf has had a red card since 2004 still sitting at the 200.00 limit since opening the account.

did you have to change adress?  sometimes people get denied cause of an adress change. but get the card in the mail later.

I'd wager it's the mid 500's scores in the OP's sig that led to the denial.

As said though, for a $200 limit I wouldn't waste an app.

If you were denied the Target CC you can still get the Target Debit Card which gives you the 5% off purchases as well. It just links to your checking account. Try that for now and hopefully after your scores are better you'll get in with Target.
