Same just happened to me when applying for Citi Aadvantage Platinum. I have had the Citi Hhonors Visa since July 2015.
I had some lates with Citi over 5 years ago, but everything has been paid off for a year and a half. I received the decline of application letter today with "the credit privileges on your existing accounts are currently restricted." If I am blacklisted as well, why did they approve me for the Hhonors Visa? Just trying to understand...

Seems like they are ok with being your half brother but don't want to be your real brother.

When it comes to blacklisting by lenders it can be a tad tricky why the computer might approve for 1 card but not another. I would suggest calling Citi, find the number in the backdoor thread and see if they can overturn the decision since those are all paid.

I had the same exact denial problem when apping for the Citibank Aadvantage card this year. It was denied for same reason. I made a call and got transferred around and nobody seemed to have any information other than there was a problem with a Citibank card that I had over 25 years ago. (Yes is was a $2K card included in a BK7). When I asked them what they wanted me to do they couldn't answer the question. When I made the point that they were restricting this based on something so old, and would they reconsider, the answer was no. I find it absolutely ridiculous because they gave me Citibank Simplicity with a $10K limit which has been in excellent standing for over two years. As the posters say, "YMMV".
I'm wondering if these restrictions has to do with the fact that American Airlines co-owns the credit card portfolio.

I had the same partial issue last year. I had a 1993 BK which included CITI. I applied for a CITI card two times (I should have stopped but I'm OCD) and was denied due to BK. On the 2nd denial, I attempted to recon and was told no because of the BK. I explained that the BK was from 1993. The csr said that they would remove the BK from the system but they couldn't reverse the decision. About 4 months after that I applied again and was approved. The department that I spoke to regarding the BK was the recon department. I don't know if the person actually removed it or not, but I've never been denied by CITI due to the BK again and I've submitted several apps since being approved for DC.
I recently appllied for a Citibank AAdvantage card and was denied for "Previous Citibank account filed in a BK". I had a BK in 1988 on a Citbank card with a balance of $1200. I called and spoke to a supervisor who said she would take a look at it agian (ignoring the previous BK), after keeping me on hold for a while, she came back and said she was still unable to approve my account. I was perplexed because my credit is very good (with NO negative accounts) something I have worked hard to achieve since my BK 28 years ago, when I was still very young adult.. She said I would receive a letter stating the specific reasons. The letter I received stated that I was declined due to restricted privileges on an existing account. I called and I spoke to a representative who was extremely forthcoming. I told her that I recently paid off ALL of my existing credit cards but they do not yet reflect on my credit report. My current credit score is about 730, which is good to very good. I asked the resresentative if there is a minimum credit score that is needed and she basically said yes. She said once they reflect as paid and my credit score goes up, I should reappply, and I shouldn't have a problem getting approved. So the take away is, they will IGNORE a "restricted privileges" if your credit score is high enough. And it seems the AAvantage Platinum requires a higher score credit than some of the other Citibank cards. She wouldn't tell me what the score is, but it's obviously higher than 730. I hope this helps anyone else going through this with Citibank.
