I'd definitely go for a new card... Looks like your likely bucketed.. You have had your previous card for at least a year, and your score is significiently better... To quote the magic 8 ball.. All signs point to YES

Auto increased to $2200 after about 11 months, every CLI that I have requested been denied.
I have been carrying a balance with them most of the time I have held the card.
Been trying their prequalify tool but always denied.
Today I got a prequalify for their IT Secured Card... why approve me for unsecured at first and then offer me a secured card??

It's very possible your card is bucketed but not knowing your current scores as compared to what you were originally approved at, not sure what to say.. other than NO don't go for a secured card if yours is currently unsecured.. Pretty sure you cant open a second Discover card thats secured if you have an unsecured card .... but would like to figure out whats going on....

I just checked the pre-approval page. I am pre-approved for my second disco. It has the highest APR, set. I have never missed a payment, and always paid in full my first card the whole year. I also have a decent income. I don't understand why disco despises me. Is this common?

Nope, you cannot. I spoke with Discover CSR yesterday about all kinds of stuff, including my secured, and she said 1 day after my One year anniversary I can apply for #2.
