That's very strange - considering your data points, you seem like an automatic approval by their standards. Have you tried their recon line?

I have the Discover, the Navy, a Quicksilver card ($400 SL) a PayPal credit line ($600 SL) Delta Reserve AMEX ($3,700 SL), and the AMEX Platinum card (No preset limit). I also have a NFCU secured self loan (immediately paid off 93%)

My credit scores were low to mid 500s as of January 2021. I had charge offs and collections that I was able to PFD on all but one. They've gone up over 100 points in the last 9 months. The only credit cards I had in January were the PayPal line of credit and the Quicksilver. I got the rest of my LOCs since then. 

My oldest account is 14 years, 9 months old and my AAoA is 2 years, 8 months on my TU score. 

I have also put a lot of spend on my More Rewards card through NFCU, so with my scores significantly higher than when I got that card, with the Apple Card offering $4;500 and the second Navy card usually being much higher than your first card, I thought I would qualify for the flagship signature visa ($5000 min SL).
