In a nutshell, the system clock appeared to be reset in late March, on or about 3/29. What this means if if you got a CLI in say January and were going to be due for another on 3/30, the clock got reset a day before you could have gotten it, so no CLI on the 30th or any time slightly after. I have not received a CLI since early January, when I had gotten 4 in the 6 months before that. It also appears that this issue has impacted those with higher credit lines more than lower ones. Those with $20k+ limits on their Discover card aren't getting CLIs at all since before 3/29. I think maybe 3 people have reported getting one since then, where those with limits below $20k at least a dozen or more people have reported getting one, although not with the frequency that they were prior to 3/29.

I got my own Discover on March 22 with a $2500 SL, and got my first CLI, a double-dip (auto and manual) on June 9/10 to bring it to $3300. I tested the waters last week to see if I was on the 30/31-day schedule, and got turned down; the letter I got yesterday said "insufficient experience with current Discover Card credit limit". I actually rather expected that, so I'm not particularly dismayed and I'm going to give it another shot next month to see if I'm on the 60-day train, and if not, try again in September.
I tried too after my first and only increase in May. In may it doubled me from 3000 SL to 6000 CL. Just tried yesterday and got an immediate no 3 to 5 day letter.
Was it an auto-CLI or did you request it manually?

Combining theee two is a way to get double duty out of the Discover card.

Yes, she got 0% for a year about 6 months ago (first time she has asked for an APR offer in 22 years of having the card). My card just turned 1 and I took the permanent APR reduction which got it back down to the 15.24% it was when I opened it before the Prime Rate increases - planning to keep asking every 6 months. For hers, we've been doing large BTs ($5,000 to $15,000 at a time) for a few years now at the 4.99% (which works out to slightly less than a standard 3% fee + 1.99% offer over a period of time) and have paid them off a few times.
If I don't see a good jump (or jumps) over the next 5-6 months, I may try taking the 0% on mine instead of a permanent APR reduction so that I can move over a few thousand as a BT and still be able to use the card for category spend without having to worry about the lack of grace period on new purchases.
I got two letters from them actually. One said "Insufficient experiance" and the second one had the dreaded "BANK INFORMATION NOT RECIEVED."
