Discover gave me a CLI when I was first eligible. They say they automatically determine if I am eligible every month.
If they give none 30 days after the first CLI, then it is a waste for me to request a CLI? Or no harm done?
I don't want them to think I'm too eager, so I worry that requesting on day 30 or 31 is going to look bad. Especially if they already considered me for one automatically.
But I expect my credit score to go down more any day now, and I want that CLI beforehand if possible. (I also want to apply for a new CC.)

Not to encourage it, but there are some that request with them so much, that they pretty much get a letter every(other) day from them. Don't think it really matters in that aspect. Personally speaking, I've had a month where I've requested on both of mine, once or twice a week each, just to end up getting CLI's on both - with out a statement closing or anything significantly changing from my end/that I could tell. Totally up to their internal reasoning for granting it.
Only aspect I've personally seen it have an effect on, is when you call to DD. I get the impression that their system doesn't organize the requests based off of time requested or anything, but instead just batches them all together in 1 blob. Have been told "Ok, just a second. Gotta go through all of these and figure out which one it is!" after I've called in to DD - literally not even 5 minutes after.

I wouldn't worry about it too much OP. People request CLI from Discover all the time.

It does not hurt to try, but just because you are eligible every 30 or 31, does not mean that it will be a given.
You can smash the CLI request anytime you want as long as it's a SP. You don't have to care about appearing eager or not. Either it will get approved or declined. Just do a search on Discover CLIs and you'll find there's no rhyme ot reason for approval or decline.
My concern is why do you think your scores will go down. And FYI, if you get an increase and then your scores plummet, there's a possibility that Discover just might request a 4506T. They've been known to whip out that weapon, especially if your card is newish.
IMHO, tread lightly and take the necessary steps needed to not allow your scores to go down. If you're talking about 2-5 points, no biggy. But if you're tinkering on the edge of average credit scores, I suggest not poking the bear by applying for new credit. Just my 2cents.
Now, if you provide us with some datapoints, we can give more guidance.
Dont worry I myself have requested several times in a month with no luck (Yet) The Csr told me i can request one when ever i want
Heres one thing i will say to folks on Disco and CLIs.. you can ask as much as you want.. that said.. It only really makes sense to ask if they just pulled your TU score (for your FICO score for the statement) because you asking will still likely use the SP score they already pulled for you last month... You can figure out the date that discover pulled TU and at least to me, it only makes sense to ask every 30 days from THAT date... Just my thoughts on this... Wish they would go to pdf denial letters like other banks....

Discover seems to want a HP for me. When I go to the CLI request page, it says something about how I understand they will need to pull my reports. Perhaps because my current balance on the Discover card is on the higher side.
I just took out a car loan so I think my scores will drop soon. Or maybe they won't drop, but that I won't get approved for more after the loan shows up.
