Sorry, there is no rhyme or reason or proven set schedule with Discover cli. My first 4 months, I was denied every request. After that, it was gravy.

Even that recipe can be tweaked . I didn't get a CLI for my first 4 months, carried a balance, had around 30% util. My score took a dip at one point, and around that time I hit the luv button and was denied. A couple of months later when my score bounced back, I hit the luv button and got a $4000 CLI. Came util amount (give or take a couple of %). It has been my main card for 6 months, so I swipe it all day every day (I'm taking major advantage of the cashback match this year).
Some people report getting small CLI and they PIF and have perfect scores. So it's hard to say. I would say that saying they drum to their own beat is definitely a true statement. No ryhme or reason at all.

Your case is very similar to mine. I had also applied for the BCE and the IT the same time about 15 months ago. My BCE got a $4k SL and IT had $1250 - Also similar to yours. I use both cards fairly regularly and always PIF. Almost every single CLI attempt I've made with discover save for the last one - has been denial. I wanna say atleast 4 attempts in 15 months. I never have a balance - always PIF. My scores have been consistently in the 770's and up and utilization always under 3%. Interestingly each time after denial - Maybe 3-4 weeks later I get a small CLI automatically around $250. It's almost like their 'shoo' amount. Last week was my 1st successful CLI attempt but again I received a $250 increase. My current disc. CL is $2400. By comparision my BCE is at $38,500. Go figure. If this doesnt demonstrate Discover dancing to their own tune - I dont know what does. You might as well just try your luck and see what happens.
I really appreciate your response. Our scenarios are very similar and after reading through a lot of threads, I'm confident I will not be requesting a CLI anytime soon. I'm working on getting Chase freedom and slate, I will be opening a saving account with them this week and continue to build until mid-summer. I PIF and my utilization bounces between 1-9% so maybe they will offer a CLI w/o a request. If not I'll wait till 12 months have passed. Thank you everyone for your input, it really helped me make a decision.
There's really no reason not to try for a CLI with discover if you want one.
It's a SP, and if they need a HP they will tell you and let you cancel.

Some do better with high utilization rather than low.
Some do better with carrying a balance than not.
Some do better with throwing lots of usage through the card, while some do better with little usage.
Think of it this way: there is a room full of monkeys with keyboards making the decisions. But since it's a soft pull, there's no harm in trying; you might be one of the lucky ones.
In their CLI request, Discover asks about liquid assets. I have a strong feeling this plays a major factor in their formula, but again, who knows with them. I do notice that this is a data point that isn't volunteered, understandably.
Discover definitely has their own way of going about CLIs. Just press the LUV button every 6 months no matter what. That's what I do and I have sometimes been pleasantly surprised at the results.
