I know a lot of these mailers are YMMV. But Discover is definitely one of the cards I want to get, and probably utilize on a regular basis eventually. I just wanted to get other people's experience and opinions for reference.
I received a Discover mailer in the mail last week. There was no verbiage about "pre-approved" or "pre-qualified," but it did contain a specific invitation number that I can use at discover.com/pickit. Listed 0% APR for first 12mo and 15.99% to 18.99% after (vs the standard 10.99% to 22.99% listed on the site), no AF, double cash back first year. All the standard perks, basically, with a more specific APR.
As you can see from my signature, my FICO scores range greatly due to some old CO's from 2010 being on my EQ and TU, but not on my EX. From my research, I've seen Discover typically pulls EQ or TU, which is why I'm somewhat hesitant about this offer and not wanting to add an HP for nothing. If it was EX, I'd apply in a heartbeat, since that report is clean.
Any info on how reliable these invitation codes/mailers are?
EDIT: To add, I know Discover's pre-qualification site is pretty much useless, but in this instance, putting in a random name/social gave 10.99%-22.99% APR. Putting in my actual info gave the same 15.99%-18.99% in the mailer.
OP- i think its just promo mail and does not yeild a preapproval. With a lower EQ fico score, you would probably qualify for their highest apr on that card, which is higher than 18.99.

From my experience with Discover, it seems to pull Equifax most of the time. So you might want to wait until your EQ score gets a little higher.

I wish they had pulled my EQ when I applied last month. They pulled my EX and denied, I had to call to recon. THEN, they pulled my EQ. I got two pulls from them, and a toy limit...but I'm still glad I got in.
