Discover Pre-Qual Site

I checked Discover's prequal site and got an 18.99% APR as opposed to standard range when I apped.

I read that if you get an actual number and not a range it's slightly more reliable.

CapOne seems pretty legit...I prequal'd for my QS and QS1 and they were both spot on.  Now I will say that I didn't get a prequal on my VentureOne cards but cold app'd and had success.

I just typed "fred flintstone" and last 4 of SS of 1234 and got the same offer is my own credentials... it's unreliable (try yourself)

^I tried it with I forgot what random name and SSN and it gave me the full range of APRs and the blue card at the top. When I enter my info, it gives me a small range (15.99-18.99) and the garnet card at the top. YMMV?

Yep...that's exactly what I did.  App'd back to back within minutes of each other and approved for both.
