I'm also seeing 11.99%. I'm curious, is anybody seeing a higher percentage at this point? Wondering if they dropped it for everybody. My Discover card unsecured in December and since then, has soared from $1,500 to $1,800 
So I assume they don't really like my profile, but maybe it's just a bucketing thing since the card used to be secured.
W/ regards to the 11.99 prequal many are seeing right now, my SO was also shown 11.99 but the card was 20.99 when it arrived. Not saying that will happen to others, but 20.99 is closer to what we would have expected with their profile, so I thought I should add this DP.
No, but pre-qual APRs aren't set in stone anyway. There was a screen that I thought was confirming the 11.99 after approval, but we didn't ss it and I could have been misinterpreting it.
