Not sure I understand your suggestion, request a $250 CLI and get another HP?
Discover is known to do HP in exchange for a very low cli. About 6 months ago I requested a cli on my Miles card wanting to increase the limit by another $6K. Rep said asked the reason for the increase and then informed me she can "give me 6" so I thought I was approved for the whole amount. When I verified the new limit will be and said I appreciate the increase of the requested amount, she corrected me by saying "you're not getting $6K, but $600"
