NO, This is incorrect information. The disclaimer is on the page for everyone. It's implied it's a SP unless they need an additional HP they will contact you before they proceed with a HP.
99.9999% of the CLI's they process are SP only. They shy away from a HP unless there's a request for more than the SP allows at the time, your profile is borderline in the SP scenario, you're approaching a higher CL than your income could support, etc.
Sometime in 2015 when I last used the Discover luv button, Discover provided the standard disclaimer mentioned above, but when I clicked on it, they did a HP, and didn't provide any additional page or prompt for another approval from me mentioning that a HP was required -- they did the HP anyway regardless. (I found out that it had been a HP after taking a look at my credit reports afterward, around the same timeframe.) Ever since then, I haven't used the Discover luv button at all, for fear of having of having another undesired HP. Not sure though if they may have changed how the luv button works, since the last time I tried it? But now b/c of the unwanted 2015 HP -- and also the subsequent resulting CLI denial -- whenever I want a CLI now, I always call in to ask, just to be safe. YMMV.

No, you need to fill the information and request the CLI, if they can't approve without a HP, another page will ask you for your authorization so they can pull your report (HP).
The information at the bottom on the first page is standard and will always be there.

J/c, when did Discover begin providing the extra page asking for a HP, if they deem it to be necessary? The reason I ask is because, as I mentioned in another post above in this thread, in 2015, Discover did in fact do a HP on me, without prompting me to inquire if I wanted to take a HP. They did the HP immediately after I checked off and clicked on the standard disclaimer, and the CLI was denied.

You need to ask them for any APR reduction/promotion every 6 months or after your 0% promo. I do it via chat, easy.
As austinguy907 say, sometimes they offer 0% purchase APR for 12 months or a permanent reduction.
I started with 3.99% promo APR for 6 months, then 3 request of 3 points each. Never a 0% APR promo.
DW got her Discover with 0% for 6 months (new student card), then 19.99%, 1st request she got 0% APR promo for 12 months, 2nd request down to 16.49% and last month she got her third request, another 0% APR for 12 months.
IME, when I have asked Discover multiple times over the years for a lower go-to APR, I was told by them that they cannot go any lower than a floor/ceiling(?) rate of 9.99% V. That was the same APR I had, before the Fed started the last 2 rate hikes. YMMV and I think I recall reading other posters who may have had lower Discover go-to rates than 9.99% V, but whenever I asked for lower they did not want to seem to budge. FWIW, prior to CARD Act, my go-to APR with them was 5.24% V which they increased after CARD Act was implemented, so at some point in the past, they may have been more open to substantially-lower rates than they are post-CARD Act.

I have the card since early 2014, they have changed the CLI page a few times.
I remember a few post from people back in 2015 that they got HP without a confirmation page. I guess yours was one of them.
Since the last change , now you get a second screen, I haven't read a single post reporting a HP when they canceled the request on this second screen.
And for your APR, don't ask for a reduction if you are at the lowest, ask for 0% APR promo if you want that. Good luck.

Think I'm gonna hold out for 90 days for the next one. Don't wanna push it. It's more than doubled in just under 4 months. I'm basically at 45% of my salary with $29.5 in CL's. I'm good for now.
