99.999% of the time it's a SP unless they explicitly ask for a HP or if you initiate a HP to get more out of them than what they're offering based on the TU shown on your account.
You can see AR SP's on any report. The CLI though is always TU based information. If you go for a CLI and get denied the letter they send is TU for the CRA.
When you app for a new card it's an open shooting gallery for which CRA they will pull based on geo location as reported by several members.
Thanks austinguy. They do pull EQ for CLI in my state, just sharing. I confirmed this with a Discover credit analyst.
Discover also did a HP on EQ for a CLI I requested in early 2015. YMMV.

Interesting info. I always thought that even if Discover pulled EQ on someone at the time of applying that they pulled TU regardless from there on out for SPs and for CLI requests. Is your monthly provided score on their web site a TU score or an EQ score?

I have two Discover cards, a regular IT card that is several years old and also an IT Miles card. Ever since Discover changed their interface to allow dual accounts being viewed under one login, I haven't been able to see a FICO score, perhaps a website issue. It's not an issue because my other cards provide FICO scores as well, but as of right now there isn't a monthly provided score to reference due to the above.
Some of that sweet gravy train everyone was talking about 6 months ago seems to be showing me a little love. After more than a year and a half of no CLIs, I have gotten 3 SP CLIs in the last 8 months, last one today, finally bringing it to 5 digits, $11,000. Yay.
