I tried for a CLI again on my older Discover IT (the one from 2017 with $4500 CL) about a month after my last attempt and was turned down, once again. I suppose I'll just have to try again next month; since Discover refreshes every 30 days I don't see any practical sense in doing so more often than that. I still have my new Discover IT from March that I've been working actively on groceries this quarterly period, and have some hopes that I can get a CLI on that one.
Adding my data point:
I was approved for a Discover It card with a $2000 credit limit. My credit file was very thin, with less than 1 year of history (moved back to the USA after living overseas for 15 years). At the time I was approved I had
FICO 696
Secured BoA card with $400 CL
Capital One Quicksilver $300 CL
Loft Card $250 CL
Beals Card $250 CL
I generally PIF every month, although when I was applying for a mortgage, on the advice of my mortgage broker I started keeping $10 on each card, as he said this is actually the best way to maximize scores.
So Discover was my first "proper" card. Getting approved for it I got confident and went on a mini-spree and got shot down by the rest. Ah well. Back to the garden for me!
any of you have much info about the discover cli 2 day message my third statement cut and i tried to apply for a cli but i got a message saying its under review and will be decided in 2 days

Keeping a $10 balance on all your cards will hurt your score. If you have more than 50% of your tradelines reporting a balance then it is considered negative (even that low of a balance) and lowers your score. If you want the highest score possible, leave a small balance on one card and the rest at zero.
My guess is the lender was trying to get more money out of you with higher rates from your lowered score. sorry.

This is not necessarily true, as it's very profile-dependent. Back when my file was dirty, I could go from 1 card with a reported balance to all of my cards having a reported balance and my score wouldn't budge. For those who have had their score take a hit, many have reported only a minor hit, say, 4-5 points.

As far as I know Jago22 is correct. If more then 50% of your TLs are reporting balances, there is a score ding
After 4 months of no CLI's on my 1 year old Miles card hit the button today and got the two day review (first time with the miles card i got this).. Let hope they come back with a decent CLI or a CLI at all for that matter lol. Otherwise off to the SD it goes forever.. I plan on PC'ing it possibly to the the IT card depending on various factors as least so i can abuse them with my cruddy CL for 5% cats that benefit me when I can use them. Fingers crossed it isnt a no CLI or a 300 cli, something more like a few thousands, but who am i kidding we are talking about discover here and they hate my profile for whatever reason

That's the spirit!
If you look around hard enough, you can find places that sell gift cards that fall into pretty much every 5% category they can throw at you. Once you find a place that works, smash the checkout button until you hit the $1500 cap and then SD it until the next 5% quarter.
Let's just say so far I've managed to get a cool 8-9% discount (1st year cashback match) on all my insurance, utilities, and medical bils.
