The OP of this thread started with I believe $4500 and is currently at > $50k on his Discover card (and he got there in maybe 2 years?), so while that may seem to be the case for many it definitely isn't for all and those with smaller SLs can still grow their CL significantly and quickly.
My Disco card started out arround $3,000 and is around $18,500. This took about 3 years and a few requests ie 1 every 4 to 6 months.
I got the last boost from $10,000 I think to the $18,500 in one swoop. The oracle and i became friends. I cannot justify any more requests.

My latest "theory" if you want to call it that is that Discover does seem to like thick/aged files, but those that are "thin" with respect to revolvers. What I mean by that is that if someone has very few (say 0-2) revolvers and/or ones with very small limits, Discover may see value in trying to become/maintain "Number 1" status on that profile. Therefore, such a person may see nice growth relative to someone else that already has "thick revolver" file with a bunch of cards, already high limits, etc.
Discover Chrome was one of my first non sub-prime cards back in November 2017 after my BK discharge. They were good to me with small but consistent CLI's ($300 every 90 days) and took the Discover Chrome from its initial $1000 up to the current $2,500.
Recently, I've had some very good luck with larger approvals from Citi ($9,500) and PenFed ($5,000) so I thought I'd do a pre-qual on Discover to see if they might have something better on tap. Ran the pre-qual with a SP and found I was good on both the Cash Back and Chrome (which I already had). Decided to go for the Cash Back with its higher rewards rates, added some additional information as required and BOOM, Discover Cash Back approval at $10,500!
Super pleased with this. May wait a couple of months and see if Discover will merge the two credit lines, but for now happy to add another decent SL to the portfolio.

Requirements....
The card has to be at least a year old (Chrome)
The card needs to be eligible for a CLI (3 months typically or if the Chrome is then whenevr you're ready)
Perk of an older card is you can PC it to IT from Chrome and keep the age and fold the new CL into it

Discover and CLI's:
First one isn't until 90 days unless you see an Auto CLI post to your account and then you can hit the CLI button and more than likely get the remainder of the cash on the table.
Some have reported double dipping on CLIs by calling 800-347-4856 the same day and doubling up on the CLI ( this only works on the instant request and not the 2-day messages)
