Do I need to opt-in to pre-screen offers in order to apply for a credit card?

I had recently opted out.  Do I need to opt back in if I want to try some pre-qual links?

I want to apply for a card or 2 but want to make sure I have the best chances of qualifying before doing a hard pull.  So, if I need to opt back in in order to try some pre-quals before applying, I will do so.

Opt in is for by-mail offers where they can market to you based on a list from the CRA that says you fit their profile. Opting out tells the cras they can't put your name on those lists. 

When you use a pre-qual link, part of that form has words authorizing them to obtain info from the CRAs, hence authorizing them to perform a SP.

Great.  Thanks.

For my spouses account, we have disputed some things online.  Do we need to wait until the investigation is completed before applying for cards on his account?

Mortgage yes, Cards no, but sometimes there are score hits for disputes - so YMMV. If the dispute has shown up on your report and your score hasn't gone down after 3-5 days, you should be ok.  The SAFEST bet is to wait, but you should be fine.
