Does American Express use the same HP?

They did for me in 2013 and 2015.

Both times I app'ed for charge card first, then revolver.

Yup, so long as its 1 credit and 1 charge card.  I have heard of folks though, who go for the 2nd card and its denied. And they waited too late in the day to app. Then the next day if they recon and are approved, it will use another HP. That is a rare instance though. And amex isn't really known for recons at least from what I have read.

I would app in the morning just to be safe, on a week day.

What two cards are you going for?  Do you have the best offers pulled up on incognito browsers?

Thanks for the inputs. Got approved for AED for 5k then tried BCE and got the "under review" email. Was Pre-Qualified for the AED so I app for it.

you cant combine two credit cards into the same HP. Its one credit card, and one charge card.  You could try to call in but they are probably going to tell you no....

had you said the same thing but app'd for the PRG instead of the BCE, i would say its a security measure. 

I dunno maybe I am wrong, but I thought amex only allowed one credit approval per day, and unlimited charge card approvals per day.

Another data point...

I'll add that in my own case when I requested a CLI and it was manually reviewed a few days later, the SP was from "American Express 2", not just "American Express" like it usually says when it's auto-approved.  This distinction could (?) also make the difference in a HP showing either once or twice, with the assumption being that manual pulls tend to have the "2" designation.

For it to show up only once, it is generally thought that the inquiry has to be an exact match, and on the same day.

Edited to add:  I'm not certain all manual pulls have the "2" designation, but since my own have I'm just speculating.  At this time, I'm still looking for additional data points on this.
