Have had a Quicksilver card "restricted" with them for 35 months.
Is there is any point in re-applying?
I called them and the agent couldnt' tell me anything. "I dont see anything on my screen".
Qualitatively: Does Capitol One ever forgive?
Historically, yes absolutely.
Quantitatively what are the metrics? Not sure.

I would check their pre-qual page first. They are forgiving, but like most lenders things are tight right now - many lenders are skittish and are not extending credit as much as they did pre-Covid-19.
Yes they do. I guess it might depend on what happened with your previous account. I think unless you commit intentional fraud they will let you back in. I've had a new and a restricted account both showing up at once before. They never unrestrict an account but sometimes will give you a new one. Have you tried the prequalify?

As long as you don't owe them any money, you can get back with them after few months.
It's been 3 years! Lol.

I did. But it said "we don't see any mail offers for you" or something like that.
I was hoping you'd have a prequal. I'm not sure what to suggest. They closed and restricted my first account with them because I filed for bankruptcy but my card had a zero balance so I didn't burn them. I'm not sure what the rest of your credit profile looks like. If you apply they will pull all 3 credit bureaus. If you post your profile data it would be easier to make suggestions. Do you still owe them any money? I think they have approved people who had old charge offs. I'm not sure how old they would need to be. If you provide more data then hopefully someone with a similar history will answer.
I would say they do. If I burned them in my ch 7 bk for 50k plus then they gave me a 500.00 unsecured card 3 months prior to my discharge, I am proof that they do forgive. In your case, I think it is just a timing issue. I hate waiting for things in life, too.
They forgive, but they do not forget.
I burned them 20+ years ago and all this time later: They eventually raised my QS1 limit to $15k but never would approve me for a QS. I had to get the AF waived thru the EO. They have denied just about every application I have ever put in besides that QS1, even with excellent scores and profile. Somehow I got the Walmart MC but I suspect they're handing those out like candy.
