I have the Citi DC, 4.3k limit, started at 3.3k
From what i understand it is not really a Balance Transfer card, I would apply for the simplicity or the diamond, i think the diamond (and also the simplicity) are the higher end cards that will give you a higher SL then the DC.

Citi has always Doubled pulled EX,TU for my cards.
Just a heads-up that it appears the Citi Diamond Preferred is no longer open for new applications, although the secured 'Diamond' is still showing.

To add a data point on the OP's 'double pull' question, I was also double-pulled (EX and EQ) for my only Citi card (was a Diamond Preferred, it's now a Double Cash).
Single EX pull for Citi Best Buy Visa two months ago here in Gainesville, FL
I just got approved for my double cash card this morning, and I had double pulls (EX & TU).
some other balance transfer cards that i came across with single pull on EX only !!!!!
IBC Visa, 12 mos 0% APR via EX pull 3% APR (FNBO bank)
Barclay Choice Priviliges Signature TU pull 0% APR for 12 mos ; 3% B/T fee
Chase Slate (EQ/TU pull); Chase Freedom Unlimited; 3% b/T fee;
AMEX ED ( 0% APR; No B/T fee)
FirstTech Rewards card (0% APR, 12 mos; No B/T fee; EX pull) ; a Credit Union with high SL; comparable to NavyFed.
US Bank (TU Pull); sometimes EQ depending on state.
Bank of America BankAmeriCard (Rewards/Travel cards also have 0% APR).
i have FirstTech & chase slate; chase slate gave me only $1200 limit which i didnt think would be good for my needs. FirstTech gave me $10k in b/t with i m not sure but did not include a b/t fee.
I got the Citi Double Cash back in February of this year which resulted in only a single pull on Equifax.
Citi always double pulls me. They pulled EX/EQ for my AA and EX/TU for my DC and Premier.
