it seems like capitalone is saying that due to many circumstances they may decline an application for that reason but I agree, its not very cut and dry lol. i have to look over other applications t&c's still.
At least CapOne won't ding your with inquiries if the reason for decline is because of pending or recently approved applications. They'll just kick it and send you a notice without you having to waste an inquiry on each bureau.

I don't know if they count the retail devision towards this; I applied for Quicksilver and was denied because of well several reasons, it however did not note a recent apporval for Kohl's as a reason for denial. That was 5months after applying for and being approved for my kohl's account.
I hope someone else can chime in who know's for sure; it may be YMMV type of thing with the retail devision.

I feel like the retail devision is a different beast and has different rules although I am not sure.
