I have the Fidelity Visa Signature from Elan. Usually issuers clearly state on the CLI form if they're going to pull a hard inquiry by saying they'll obtain a copy of your credit report. But this is all Elan says:

Does that look like an HP or SP form, or should I go to page 2 and hope the inquiry doesn't happen when I click the "Next" button?
Elan is related to US Bank, so I would figure a hard pull. I also have the card, but feel too early to try for a CLI yet. I like to run some spend thru a new card first.
I have a Elan card, everytime i personally request a CLI its always been a SP. Granted in the past 5 years of having the card, only 1 request has ever been approved. I have attempted requests for 5k additional and still a SP for me anyways.
When Elan does a hard pull, do they tell you first? Is there clarification on the next page? Do they ever ask how much more credit you want if they're going to do a SP?
Edit: I should have read more carefully, you said you always request $5k and it's always a SP, so they do ask how much credit you want when doing a SP. But I'm still hoping to get reassurance that they do always say beforehand that they're going to obtain a copy of your credit report before they do a HP.
Also, with your CLI, did they counter your request with something lower, or is it possible that the reason you were denied so much is because you asked for $5k and they don't counter?
