FNBO Co-Branded Question

I read that FNBO only approves people in their footprint for their cards, unless you receive a mail offer.  Is this rule also true for co-branded cards like Best Western MC or Saving Star AMEX?  thank you

For the ones you mentioned, and the likes of Overstock MC, Alitalia AMEX, Japan Airlines MC, those can be applied directly without the geographical restrictions.
