Their Checking/Savings aren't available in my state but upon seeing this link and checking the available states, it appears all 50 can apply for the card? Does anyone know have any experience?

That cards seems to be a credit builder card?

It doesn't appear so. 

You may be confused with the second card listed on the website. This looks to be geared towards credit rebuilding.

No AF

3% FTF

18.24% mininum APR.  

Not the best of 2% cards.

If it's like their other cards, cash back is redeemed in $25 increments too.

I mentioned this web site to my sister she applied got instant approval $4500 with 0% 12month BT offer with a 18% apr. Apr is pretty high but she pays in full b4 statement cuts.

I applied and got an approval for $4200. How did she find out the APR?

Congratulations on your approval and SL. My sister got a Congratulations email with the SL and Apr and benefits that come with the Cc.
