But also, if you don't mind answering, how recent were those 3 new HPs? FNBO didn't use to be especially inquiry-sensitive... Were those 3 new HPs all within the past 30 days?

1 of the 3 INQ where within 30 says 1 within  90 and 1 from Feb

They denied you for " too many inquires " when you only have 3 , you should be approved with the beautiful 3 inquires 

I was pre approved and also final approved with the same SL and APR when I have 17 inquires on my EX, (7/6 months ) (17 / 24months)

Please dont give up ! Please try SOFI master card ! I learnt this card from this forum, and I thought I need an account with SOFI to apply and I found NO !, simply go to their website click CC , and then can apply immediately, NO need prior account or relationship with SOFI, and instant approved. I saw many ppl here 650 score all got $6-7k . They pull EX and Not inquiries sensitive. Good luck !
