I've been waiting for my credit to rebound a bit in order to apply for CSR. Today I finally saw that I am pre-approved for the CSP. Will CSR ever show as pre-approved here? Is a CSP pre-approval a good sign to apply for CSR?

I think there might be a 48 month rule where if you had a Sapphire card within that time frame you will either get denied or not get the bonus.
You may wish to research the Chase rule on inquiries. Your amount of inquiries are possibly a bit high.
Pretty sure there is no rule with inquiries. I had 8 inquiries when approved.
If chase is offering the CSP you'll probably get it but I'm not sure about the CSR, it looks like you are 3/24 so that's good. The CSR has a 10k minimum limit. According to numerous threads here, chase doesn't like to be your first. You are close however with the converted CFU. It may be worth a shot, let us know what happens if you decide to go for it!

This. Your profile looks ok for CSR but you credit limits overall are relatively low. I might focus on raising those CL before apping.
There is a 48 month rule between SUBs on Sapphire cards (countdownstarts when sub is recieved, not when card is opened, so if CSP you just PCed is younger than that, you wont get a SUB
Seeing how you just PCed it, I'm unsure why you'd want to apply again
